The City of Oshawa is situated on lands within the traditional and treaty territory of the Michi Saagiig and Chippewa Anishinaabeg and the signatories of the Williams Treaties, which include the Mississaugas of Scugog Island, Curve Lake, Hiawatha and Alderville First Nations, and the Chippewas of Georgina Island, Rama and Beausoleil First Nations.

  • Recommendation

    That the Economic and Development Services Committee recommend to City Council:

    1. That, based on Report ED-26-30 dated April 29, 2026, Nominee Number 2 listed in Confidential Attachment 3 of the Oshawa Culture Counts Professional Artist nominations presented in Report ED-26-30 be selected as the winner of the2026 Oshawa Culture Counts Professional Artist Award; and
    2. That, based on Report ED-26-30 dated April 29, 2026, Nominee Number 1 listed in Confidential Attachment 3 of the Oshawa Culture Counts Emerging Artists nominations presented in Report ED-26-30 be selected as the winner of the 2026 Oshawa Culture Counts Emerging Artist Award; and
    3. That, based on Report ED-26-30 dated April 29, 2026 Nominee Number 1 listed in Confidential Attachment 3 of the Innovation and Creation Champion Award nominations presented in Report ED-26-30 be selected as the winner of the 2026 Innovation and Creation Champion Award.

  • Recommendation

    That the Economic and Development Services Committee recommend to City Council:

    1. That, based on Closed Report ED-26-31 dated April 29, 2026, certain City-owned lands measuring approximately 1.61 hectares (3.98 ac.) in size and located west of Keith Ross Drive, south of Taunton Road West, as generally identified on Attachments 2 and 3 of said Report, be declared surplus to municipal requirements and that the requirement to declare a City-owned property first as potentially surplus be waived, together with all associated notice requirements in accordance with By-law 178-2022, given the localized nature of the matter; and
    2. That, based on Closed Report ED-26-31 dated April 29, 2026, the Commissioner, Economic and Development Services Department, in coordination with the Commissioner, Safety and Facilities Services Department, and/or their designates, be authorized to execute the disposal strategy according to the intent as generally outlined in Section 4.8 of said Closed Report for the City-owned lands measuring approximately 1.61 hectares (3.98 ac.) in size and located west of Keith Ross Drive, south of Taunton Road West, as generally identified on Attachments 2 and 3 of said Closed Report, and enter into any necessary agreements or documents to give effect to said disposal strategy, including an agreement of purchase and sale, provided they are in a form and content satisfactory to the Commissioner, Economic and Development Services Department, the Commissioner, Safety and Facilities Services Department and the City Solicitor.

    That the Economic and Development Services Committee recommend to City Council:

    That based on Closed Report ED-26-32 dated April 29, 2026 concerning an update regarding the expropriation of certain lands on Simcoe Street North, City staff be authorized to proceed in accordance with section 2.0 of said Closed Report.

    That the Economic and Development Services Committee recommend to City Council:

    That, based on Closed Report ED-26-33, the Commissioner, Economic and Development Services Department, be directed to execute two licence renewal agreements for the continued use of a portion of the hydro lands abutting Parkwood Meadows Park and Whitehall Park for public recreational purposes generally consistent with the existing licence renewal agreements pertaining to the parks, generally in accordance with Closed Item ED-26-33.

  • Recommendation

    That the Economic and Development Services Committee recommend to City Council:

    1.  That, based on Closed Report ED-26-34 dated April 29, 2026, certain City-owned lands measuring approximately 1.25 hectares (3.10 ac.) in size and located east of Airport Boulevard, south of Aviator Lane, described as Parts 22, 26, 27 and a portion of Part 25 on Reference Plan 40R-25332, and a portion of the Airport Boulevard road allowance generally located west of Parts 22 and 26 on Reference Plan 40R-25332 and east of the travelled portion of Airport Boulevard, as generally identified on Attachment 2 of said Closed Report, be declared surplus to municipal requirements and that the requirement to declare a City-owned property first as potentially surplus be waived, together with all associated notice requirements in accordance with By-law 178-2022, given the localized nature of the matter; and
    2. That, based on Closed Report ED-26-34 dated April 29, 2026, the Commissioner, Economic and Development Services Department, in coordination with the
      Commissioner, Safety and Facilities Services Department, and/or their designates, be authorized to execute the disposal strategy according to the intent as generally outlined in Section 4.8 of said Closed Report for the City-owned lands collectively measuring approximately 2.47 hectares (6.11 ac.) in size and located east and west of the travelled portion of Airport Boulevard, south of Aviator Lane/Keith Ross Drive, as generally identified on Attachments 1 and 2 of said Closed Report, and enter into any necessary agreements or documents including an agreement of purchase and sale to give effect to said disposal strategy, provided they are in a form and content satisfactory to the Commissioner, Economic and Development Services Department, the Commissioner, Safety and Facilities Services Department, and the City Solicitor; and
    3. That, based on Closed Report ED-26-34 dated April 29, 2026 and the 1997 Operating and Option Agreement between the City and “His Majesty” represented by the Minister of Transportation, the lands described as Parts 22, 26, 27 and a portion of Part 25 on Reference Plan 40R-25332, together with a portion of the Airport Boulevard road allowance generally located west of Parts 22 and 26 on Reference Plan 40R-25332 and east of the travelled portion of Airport Boulevard, as generally identified on Attachment 2 of said Closed Report, be deemed not necessary for the management, maintenance, or operation of the airport as an undertaking, and a copy of this Closed Report be released to Transport Canada, as approval authority, in the event it is deemed necessary for their approval of the sale; and
    4. That, based on Closed Report ED-26-34 dated April 29, 2026, the City-owned portion of Airport Boulevard generally located west of Parts 22 and 26 on Reference Plan 40R- 25332 and east of the travelled portion of Airport Boulevard, as generally identified on Attachment 2 of said Closed Report, be formally closed by by-law as a public highway and that the notice requirements of the City’s Notice By-law 147-2007, as amended, be waived.
