    That the Community and Operations Services Committee recommend to City Council:

    That pursuant to Report CO-23-11, Memorials, Recognizing Unmarked Graves, dated March 15, 2023, Union Cemetery continues to recognize the name of all deceased, whether the grave is marked or not, through its on-line registry and interactive map; and,

    That no update to existing by-laws be undertaken.

    That pursuant to Report CO-23-12 dated March 15, 2023, concerning the petition for pedestrian crossover on Coldstream Drive near Bloom Senior Residence, that a pedestrian crossover (PXO) not be installed on Coldstream Drive near Bloom Senior Residence (1224 Coldstream Drive).

    Whereas on February 27, 2023 the Municipality of Clarington passed Resolution #JC-022-23 “That we call upon the Province to make an alternate route available, namely the 407, as free to use for trucks carrying aggregates in North Durham for the period of one year”;  and,

    Whereas the noise from gravel trucks early in the morning and on the weekends along Durham Regional Road 3 is disturbing the residents in the Hamlet of Enniskillen; and,

    Whereas the heavy truck traffic is due to the transportation of construction materials to support housing construction west of Clarington, that is being prioritized by the Provincial government, and,

    Whereas the City does not wish to restrict commercial traffic to certain roads or times but wish to respect the neighbourhoods and safety of local residents, and,

    Whereas Harmony Road is considered a City road from Winchester Road to the north City limit; and,

    Whereas there is currently a No Heavy Truck Traffic prohibition on Harmony Road from the 407, north to Columbus Road; and,

    Whereas if this action proposed by the Municipality of Clarington is approved by the Province, future traffic related issues could develop on Harmony Road and on the 407 at the Harmony Road off and on ramps including, lengthy queueing and back-ups;

    Therefore it be resolved:

    • That to limit the heavy truck traffic and potential traffic related issues on Harmony Road south, that a No Heavy Traffic prohibition on Harmony Road be implemented and enforced from the 407 Highway south to Winchester Road;

    • That this resolution be forwarded to the Ministry of Transportation and Local MPPs.

    That the Community and Operations Services Committee recommend to City Council:

    Whereas lifesaving devises known as defibrillators (Automatic External Defibrillators) are installed in many of our Park Clubhouses; and, 

    Whereas these batteries need to be replaced from time to time; and,

    Whereas there may be sponsorship opportunities available to fill this need,

    Therefore be it resolved that staff be authorized to replace these batteries on an as needed basis and to search for sponsorship opportunities.
