Felicia Bianchet, Council-Committee Coordinator called the meeting to order to conduct the annual policy training session and the elections for Chair and Vice Chair of Heritage Oshawa.  All members of the Committee were participating from the Committee Meeting Room except Nadim Lalani who participated virtually and Patty Davis and Jennifer Waymark who were absent.

The City of Oshawa is situated on lands within the traditional and treaty territory of the Michi Saagiig and Chippewa Anishinaabeg and the signatories of the Williams Treaties, which include the Mississaugas of Scugog Island, Curve Lake, Hiawatha and Alderville First Nations, and the Chippewas of Georgina Island, Rama and Beausoleil First Nations. We are grateful for the Anishinaabeg who have cared for the land and waters within this territory since time immemorial.

We recognize that Oshawa is steeped in rich Indigenous history and is now present day home to many First Nations, Inuit and Métis people. We express gratitude for this diverse group of Indigenous Peoples who continue to care for the land and shape and strengthen our community.

As a municipality, we are committed to understanding the truth of our shared history, acknowledging our role in addressing the negative impacts that colonization continues to have on Indigenous Peoples, developing reciprocal relationships, and taking meaningful action toward reconciliation.

We are all Treaty people. 

Felicia Bianchet, Council-Committee Coordinator provided a presentation concerning the Advisory Committees of Council Policy and Procedure.

Nadim Lalani entered the meeting electronically at 6:42 p.m. during the presentation.

Felicia Bianchet, Council-Committee Coordinator then conducted the election of the Chair and Vice Chair of Heritage Oshawa for a one-year term.

    That Diane Stephen be nominated as Chair of Heritage Oshawa for a one-year term. Ruled out of order by the Council-Committee Coordinator as in accordance with Section 5.2.5 of the Advisory Committees of Council Policy and Procedure, as Diane Stephen has reached her term limit for holding office.

    That Sarah Smale be nominated as Chair of Heritage Oshawa for a one-year term.

Dima Cook and James Todd with EVOQ provided the Committee with a presentation regarding the development application at 827 Gordon Street.

Members of the Committee questioned the representatives from EVOQ.

    That based on Report HTG-25-01 dated January 24, 2025, the Section 33 application to alter, consistent with the application to amend Zoning By-law 60-94 for 827 Gordon Street, be recommended for approval under Section 33 of the Ontario Heritage Act, subject to the following condition:

    • that the applicant prepare a Conservation and Viability Plan to ensure the long term survival of the building that is acceptable to the City of Oshawa.

Harrison Whilsmith, Planner A, provided the Committee with a presentation concerning proposed alterations at 82-84 Simcoe Street South.

Members of the Committee questioned the Planner A.

    • Memorial Park at 110 Simcoe Street South;
    • RMG at 72 Queen Street;

    • Union Cemetery at 760 King Street West.

    Whereas Doors Open 2024 was an outstanding success; and,

    Whereas the former Windfields Farm/Northern Dancer Cemetery were a part of that success;

    Therefore be it resolved:

    That the Doors Open Committee open the Windfields Farm/Northern Dancer cemetery to the public during Doors Open 2025.
