Ranjit Gill, Manager, Professional Services and Laura Davis, Manager, Legislative Services/Deputy City Clerk provided a presentation concerning the Advisory Committees of Council Policy and Procedure and the Oshawa Active Transportation Advisory Committee Terms of Reference and Mandate. 

The Committee questioned the Manager, Professional Services and Manager, Legislative Services/Deputy City Clerk.

Pidenam Bodjona, Transportation Project Engineer facilitated a discussion regarding the 2024 Budget and Work Plan submission.

    That a 2024 O.A.T.A.C. Budget and Work Plan Working Group be created in order to prepare a draft 2024 Operating Budget and Work Plan and report back at the October 5, 2023 meeting of the Oshawa Active Transportation Advisory Committee; and,

    That Jim Bate, Bob Astley and Mike Bennett be appointed to the 2024 O.A.T.A.C. Budget and Work Plan Working Group; and,

    That Jim Bate be appointed as Chair of the 2024 O.A.T.A.C. Budget and Work Plan Working Group.

Ranjit Gill, Manager, Professional Services provided a presentation concerning a Winterize your Bike Event to be hosted in partnership with Durham Active Transportation Committee and Ontario Tech.

    That based on the presentation from Engineering Services concerning a Winterize your Bike Event; Bob Astley, Mike Bennett and Jim Bate be appointed as members of the Oshawa Active Transportation Advisory Committee to assist the Canadian Institutes of Health Research Team with the Winterize your Bike Event.

    That Report OATAC-23-19 be endorsed as the Oshawa Active Transportation Advisory Committee's comments on the Stevenson Road North Municipal Class Environmental Assessment Study.

    That the Oshawa Active Transportation Advisory Committee recommend to the Economic and Development Services Committee:

    That based on Report OATAC-23-21, the following comments be provided to the Region of Durham regarding the Wentworth Street Reconstruction: Cedar Street to Farewell Street:

    1. That the limit of the reduction of the number of auto lanes from four to two is strongly supported and should be at least from Ritson Road to Farewell Street on this Type “C” arterial road; and,
    2. The provision of a multi-use path on the north side of Wentworth and a sidewalk on the south side is strongly supported but it does not remove the need for micro- mobility lanes for the entire length of the reconstruction on this Type “C” arterial road with direct driveway access. The road cross-section should be similar to Attachment No. 1; and,
    3. That traffic lights be appropriate for the safe cycling across intersecting roads; and,
    4. That intersections at all crossing roads be painted and designated as cross-rides; and,
    5. That the restoration of all intersecting arterial and collector roads include a multi- use path on one side and a sidewalk on the other side.
