John O'Boyle, Chair called the meeting to order and advised that all members were participating from the Committee Meeting Room except Nadim Lalani and Jennifer Weymark who participated electronically.

The City of Oshawa is situated on lands within the traditional and treaty territory of the Michi Saagiig and Chippewa Anishinaabeg and the signatories of the Williams Treaties, which include the Mississaugas of Scugog Island, Curve Lake, Hiawatha and Alderville First Nations, and the Chippewas of Georgina Island, Rama and Beausoleil First Nations. We are grateful for the Anishinaabeg who have cared for the land and waters within this territory since time immemorial.

We recognize that Oshawa is steeped in rich Indigenous history and is now present day home to many First Nations, Inuit and Métis people. We express gratitude for this diverse group of Indigenous Peoples who continue to care for the land and shape and strengthen our community.

As a municipality, we are committed to understanding the truth of our shared history, acknowledging our role in addressing the negative impacts that colonization continues to have on Indigenous Peoples, developing reciprocal relationships, and taking meaningful action toward reconciliation.

We are all Treaty people. 

Harrison Whilsmith, Planner B, Economic and Development Services, provided the Committee with a presentation concerning a Site Plan Application at the Southwest Corner of Simcoe Street North and Britannia Avenue West.

The Committee questioned the presenter.

    That based on the presentation from Planning Services concerning the Site Plan Application at the Southwest Corner of Simcoe Street North and Britannia Avenue West,

    1. That Heritage Oshawa has no issues with the development as presented however suggests that the history of the area, in particular Parkwood Stables and Windfield Farms be reflected in the landscaping and hardscaping design such as cut stone pillars and fencing; and,
    2. That Heritage Oshawa be allowed to take photos of the site and buildings as they are now.

    That Report HTG-25-25 dated September 19, 2025 concerning the Third Quarter update of Heritage Oshawa’s 2025 Budget and Work Plan be received for information.

    That the Heritage Oshawa Inventory Working Group be allowed to submit for gas mileage up to $300.00 and that all members submit a log of distance and purpose.
