Purpose

 

Mayor Carter called the meeting to order and stated that all members of Council were participating from the Chamber except Councillor McConkey (entered the meeting at 9:36 a.m.).

The Mayor announced that the purpose of this meeting is to receive a presentation of the Mayor's Proposed 2024 Budget including the 2024 Capital Budget, the Nine-year Capital Forecast and 2024 Operating Budget.

    1. That the rules of procedure by waived such that members of Council not ask questions following the presentations but that members of Council submit their questions in writing to the Commissioner, Corporate and Finance Services no later than 4:30 p.m. on Thursday, November 23; and,
    2. That the response to the questions be sent to all Members of Council, CLT, Legislative Services and other staff as appropriate. (Requires 2/3 vote of members present.)

The Mayor reviewed the budget development process and provided opening remarks regarding the 2024 Proposed Budget.

Councillor McConkey entered the meeting during the Mayor's remarks.

2024 Capital Budget, Nine-year Capital Forecast and the 2024 Operating Budget

 

Stephanie Sinnott, Commissioner, Finance and Corporate Services provided a presentation of the 2024 Capital Budget, Nine-year Capital Forecast and the 2024 Operating Budget.

Executive and Legislative Branch

 

Stephanie Sinnott, Commissioner, Finance and Corporate Services presented the 2024 Executive and legislative operating budget.

Councillor Marks temporarily left the meeting during the presentation.

Office of the Chief Administrative Officer

 

Tracy Adams, Chief Administrative Officer presented the 2024 Office of the Chief Administrative Officer operating budget.

Councillor Marks reentered the meeting during the presentation.

Corporate and Finance Services Department

 

Stephanie Sinnott, Commissioner, Finance and Corporate Services presented the 2024 Corporate and Finance Services Department operating budget.

Community and Operations Services Department

 

Tracy Adams, Chief Administrative Officer presented the 2024 Community and Operations Services Department operating budget.

Economic and Development Services Department

 

Warren Munro, Commissioner, Economic and Development Services Department presented the 2024 Economic and Development Services Department operating budget.

Safety and Facilities Services Department

 

Adam Grant, Commissioner, Safety and Facilities Services Department presented the 2024 Safety and Facilities Services Department operating budget.

    Councillor Neal advised that he has a declaration of interest concerning matters related to the External Agency grant for the OSCC55+ as he sits on the Board of Directors.
