J. Kelloway, Council-Committee Coordinator called the meeting to order and advised that all members were participating from the Committee Meeting Room.

The City of Oshawa is situated on lands within the traditional and treaty territory of the Michi Saagiig and Chippewa Anishinaabeg and the signatories of the Williams Treaties, which include the Mississaugas of Scugog Island, Curve Lake, Hiawatha and Alderville First Nations, and the Chippewas of Georgina Island, Rama and Beausoleil First Nations. We are grateful for the Anishinaabeg who have cared for the land and waters within this territory since time immemorial.

We recognize that Oshawa is steeped in rich Indigenous history and is now present day home to many First Nations, Inuit and Métis people. We express gratitude for this diverse group of Indigenous Peoples who continue to care for the land and shape and strengthen our community.

As a municipality, we are committed to understanding the truth of our shared history, acknowledging our role in addressing the negative impacts that colonization continues to have on Indigenous Peoples, developing reciprocal relationships, and taking meaningful action toward reconciliation.

We are all Treaty people.

1. Advisory Committee Policy

J. Kelloway, Council-Committee Coordinator, provided a presentation concerning the Advisory Committee Policy.

The Committee questioned the Council-Committee Coordinator.

  • 2. Election of Chair of the Oshawa Environmental Advisory Committee

    J. Kelloway, Council-Committee Coordinator opened the floor for nominations for the role of Chair of the Oshawa Environmental Advisory Committee for a term ending November 14, 2026.

    That Gregory Waclawek be nominated as Chair of the Oshawa Environmental Advisory Committee for the remainder of the term. Carried by a later vote.

  • The vote to appoint Gregory Waclawek as Chair of the Oshawa Environmental Advisory Committee for the remainder of the term.

    That Joseph Young be nominated as Vice Chair of the Oshawa Environmental Advisory Committee for the remainder of the term. Carried by a later vote

  • The vote to appoint Joseph Young as Vice Chair of the Oshawa Environmental Advisory Committee for the remainder of the term.

    Gregory Waclawek assumed the Chair.


B. Morris, Planner B provided a presentation concerning the draft Plan of Subdivision and Environmental Impact Study, 2860 Thornton Road North.

The Committee questioned the Planner B.

    1. That based on the presentation from Planning Services concerning a Draft Plan of Subdivision and Environmental Impact Study for 2860 Thronton Road North, the developer be requested to install a substantial fence between the development and the greenbelt to stop people from throwing garbage into the greenbelt; and,
    2. That the developer be requested to implement a two-year monitoring of plantings and wildlife in the proposed area.
