Mayor Carter called the meeting to order and advised that all Members of Council were in attendance in the Council Chamber except Councillors Neal, Nicholson and McConkey (entered the meeting at 6:37 p.m.) who were absent.

The City of Oshawa is situated on lands within the traditional and treaty territory of the Michi Saagiig and Chippewa Anishinaabeg and the signatories of the Williams Treaties, which include the Mississaugas of Scugog Island, Curve Lake, Hiawatha and Alderville First Nations, and the Chippewas of Georgina Island, Rama and Beausoleil First Nations.

We are grateful for the Anishinaabeg who have cared for the land and waters within this territory since time immemorial.

We recognize that Oshawa is steeped in rich Indigenous history and is now present day home to many First Nations, Inuit and Métis people. We express gratitude for this diverse group of Indigenous Peoples who continue to care for the land and shape and strengthen our community.

As a municipality, we are committed to understanding the truth of our shared history, acknowledging our role in addressing the negative impacts that colonization continues to have on Indigenous Peoples, developing reciprocal relationships, and taking meaningful action toward reconciliation.

We are all Treaty people.

Mayor Carter presented the 2024 Accessibility Award to the Canadian Blood Services - Oshawa Blood Donor Clinic.

Councillor McConkey entered the meeting during the presentation.

John Smith, Student, Trent University Durham GTA, provided a presentation on a TeachingCity project: Autistic Youth Experiences in a Dungeons and Dragons Based Social Group.

Dorothy McFarlane, Chair, Oshawa Accessibility Advisory Committee provided an update regarding Oshawa's Accessibility Plan.

Members of Council questioned Dot McFarlane.

Pam Reines, Chair, Community Diversity, Equity and Inclusion Committee provided an update regarding the activities of the Committee and their ongoing work plan.

    Councillor Chapman assumed the Chair.


Katelyn Presta addressed City Council concerning her appreciation of Council's continued support for Community Living - Oshawa/Clarington. Katelyn Presta also noted that she is an active advocate with the Phoenix Group of Advocates who work toward increasing awareness about the lives of people with disabilities and their experiences within the community.

    Jennifer Mann responded to questions from Council.


Dorothy McFarlane addressed City Council concerning the City of Oshawa E-Scooter rental program and ongoing safety concerns with users riding on the sidewalk. Dorothy McFarlane also noted that developers need to consider affordable, accessible housing when planning new residential subdivisions.
