Councillor Nicholson called the meeting to order and stated that all members of the Committee were participating from the Chamber.  Also present were Councillors Gray and Marimpietri participating from the Chamber and Councillor Neal who participated electronically. 

The City of Oshawa is situated on lands within the traditional and treaty territory of the Michi Saagiig and Chippewa Anishinaabeg and the signatories of the Williams Treaties, which include the Mississaugas of Scugog Island, Curve Lake, Hiawatha and Alderville First Nations, and the Chippewas of Georgina Island, Rama and Beausoleil First Nations.

We are grateful for the Anishinaabeg who have cared for the land and waters within this territory since time immemorial.

We recognize that Oshawa is steeped in rich Indigenous history and is now present day home to many First Nations, Inuit and Métis people. We express gratitude for this diverse group of Indigenous Peoples who continue to care for the land and shape and strengthen our community.

As a municipality, we are committed to understanding the truth of our shared history, acknowledging our role in addressing the negative impacts that colonization continues to have on Indigenous Peoples, developing reciprocal relationships, and taking meaningful action toward reconciliation.

We are all Treaty people.

    That the delegation of Diane Stephen concerning Report SF-24-35 and Correspondence SF-24-39 from Chris Tovey submitting correspondence concerning the Registration of Group Homes By-law and the licensing process be added to the agenda for the Safety and Facilities Services Committee meeting of September 16, 2024. 

    The motion to add additional items to the agenda was ruled out of order by the Chair. 

    Councillor McConkey challenged the ruling of the Chair.

Item SF-24-37 being a report from the Oshawa Accessibility Advisory Committee concerning the Harmony Creek Trail Extension was ruled out of order by the Chair.

    That the Safety and Facilities Services Committee recommend to City Council:

    Whereas the City’s Property Standards By-law 1-2002 (“Property Standards By-law”) establishes minimum standards for the maintenance and occupancy of property within the City of Oshawa; and,

    Whereas, a major review (CORP-21-55) of the Property Standards By-law was completed resulting in the approval of a contemporary by-law on November 22, 2021; and,

    Whereas the goal of the Property Standards By-law is to complement the Ontario Building Code O. Reg. 332/12 (“Building Code”) which establishes minimum standards for construction, renovation and change-of-use of buildings in that the Property Standards By-law ensures the on-going maintenance of buildings and property following construction and/or renovation; and,

    Whereas the Province of Ontario released a new updated 2024 Building Code which comes into effect on January 1, 2025; and,

    Whereas staff have identified a need to ensure that the Property Standards By-law is aligned with the standards of the new 2024 Building Code and continues to compliment the new standards;

    Therefore be it resolved that based on Item SF-24-35, dated September 11, 2024 staff be directed to undertake a review of Property Standards By-law 1-2002 to ensure alignment with the forthcoming 2024 Building Code and to propose technical amendments for City Council’s consideration, if applicable.

    That the Safety and Facilities Services Committee recommend to City Council:

    That under the Parks Enhancement Program, Arborwood Park be considered to receive a children’s playground component that will enhance the needs of the expanded area users given there will be a bridge over the creek connecting the park to more residents to the large populated areas to the west and this be referred to the Mayor’s 2025 budget for consideration.
