The City of Oshawa is situated on lands within the traditional and treaty territory of the Michi Saagiig and Chippewa Anishinaabeg and the signatories of the Williams Treaties, which include the Mississaugas of Scugog Island, Curve Lake, Hiawatha and Alderville First Nations, and the Chippewas of Georgina Island, Rama and Beausoleil First Nations.

The Community and Operations Services Committee respectfully reports and recommends to City Council its Thirty-seventh Report

  • Recommendation

    That Correspondence CO-26-11 be referred to staff to investigate the installation of permanent street banners at Cedar Valley Secondary School at no cost to the City and report back to Committee.

  • Recommendation

    That based on Report CO-26-12 dated April 8, 2026 concerning the selection of the 2026 Oshawa Community Legend Award recipient:

    1. That the Community and Operations Services Committee select Nominee 1 as the 2026 Oshawa Community Legend Award recipient from the list of nominations presented in Confidential Attachment 2 of said Report; and,
    2. That the 2026 Oshawa Community Legend Award be presented to the selected recipient at the Oshawa Community Awards Special Meeting of Council.
  • Recommendation

    That based on Report CO-26-13 dated April 8, 2026 concerning the selection of the 2026 E. P. Taylor Windfields Farm Champion Award recipient:

    1. That the Community and Operations Services Committee select Nominee 1 as the 2026 E. P. Taylor Windfields Farm Champion recipient from the nominations presented in Confidential Attachment 2 of said Report; and,
    2. That the 2026 E. P. Taylor Windfields Farm Champion Award be presented to the selected recipient at the Oshawa Community Awards Special Meeting of Council.
  • Recommendation

    Whereas Correspondence CO-26-06 requested two registration dates for City of Oshawa recreation programs with one date specifically for City of Oshawa residents and a second date for non-residents of Oshawa; and,

    Whereas Intelligenz Solutions has been the vendor providing recreation and facility management software to Recreation Services since April 2019; and,

    Whereas Intelligenz Solutions supports program registration, facility booking, membership sales, point of sale transactions, invoicing, financial information, entry control and on-line recreation services; and,

    Whereas staff are continuously reviewing the functionality of the software and modernizing processes to meet client needs; and,

    Whereas Intelligenz Solutions does not provide the ability to differentiate a client as either a resident or a non-resident and therefore is not able to provide a unique registration date for Oshawa residents; and,

    Whereas staff are currently investigating the availability and functionality of recreation and facility management software that meets the long-term needs of the City through the public procurement process; and,

    Whereas staff will report back to Committee and Council with any recommendations when appropriate;

    Therefore Item CO-26-14, concerning a request for an Oshawa resident only registration date for recreation programs, be received for information.

The Corporate and Finance Services Committee respectfully reports and recommends to City Council its Thirty-eighth Report

  • Recommendation

    That Report CF-26-12 dated March 25, 2026, concerning the review of the Municipal Election Recount Policy and costs associated with the 2022 Ward 1 recount, be received for information.

  • Recommendation
    1. That, based on Report CF-26-11 dated March 25, 2026 concerning a Physician Incentive Program, staff be directed to establish a Physician Recruitment Program providing grants of up to $25,000 per physician, based on matching contributions (cash and/or eligible in-kind) from participating medical clinics subject to a five (5) year Return of Service Agreement, generally in accordance with the terms and conditions as outlined in Section 4.4 of this Report; and,
    2. That staff be directed to prepare and execute all required agreements and associated documents, in a form and content satisfactory to the City Solicitor, the Chief Administrative Officer and the Director, Legislative Services/City Clerk.
  • Recommendation

    That in accordance with Report CF-26-13 dated March 25, 2026, the 2026 Final Tax Rates By-law providing for the billing and collection of the 2026 final tax levy for all property classes be approved.

  • Recommendation

    The following item was introduced and lost at Committee:

    "With the dumping of fill accelerating this time of year in Oshawa and considering other municipalities collect dumping also called tipping fees/charges or AMPs to compensate for the wear and tear on their municipal roads, this motion is a formal request following verbal and written requests for details of funds recently collected by the City.

    Now therefore finance staff provide a summary in the Second Quarter of 2026 to this Committee on details of the process and fund amounts collected in 2025 and in Q1 2026 in addition to any collection process improvements planned in 2026."

  • Recommendation

    That staff be directed to update Schedule A in the Delegated Authority By-law – Consolidated By-law 29-2009 to add within each listed Delegated Authority the name and/or number of the source by-laws from which each delegated authority is derived.

The Economic and Development Services Committee respectfully reports and recommends to City Council its Sixty-fourth Report

  • Recommendation

    That based on Report ED-26-23 (previously HTG-26-06) dated February 18, 2026 concerning a proposed amendment to the Designation By-law for 3860 Simcoe Street North:

    1. That By-law 106-2021 be amended in accordance with a proposed severance at 3860 Simcoe Street North, such that the legal description of said by-law shall only pertain to the portion of 3860 Simcoe Street North comprised of the original brick residence as generally identified as Part 2 on a severance sketch dated February 10, 2026, prepared by J.D. Barnes Limited, following the property owner obtaining a reference plan and depositing said reference plan to the Land Registry Office to the satisfaction of the Commissioner, Economic and Development Services Department; and,
    2. That staff be authorized to forward a Notice of By-law Amendment to the owner in accordance with Section 30.1(3) of the Ontario Heritage Act; and,
    3. That staff prepare a by-law to amend By-law 106-2021 to give effect to Part 1 above for approval by City Council; and,
    4. That staff be authorized to forward a Notice of By-law Passing to the owner, Ontario Heritage Trust, and the general public in accordance with Section 30.1(9).
  • Recommendation

    That based on Report ED-26-24 dated March 25, 2026, the application for a variance to Sign By-law 72-96, as amended, submitted by Eye Candy Ads (File: SV-2026-01) to permit one (1) pylon sign with a two-sided digital read-o-graph display for non-accessory (third party) advertising at 1626 Simcoe Street North, be denied. 

  • Recommendation

    That based on Report ED-26-25 dated March 25, 2026, concerning the Update Regarding Growth Management Study Component of Imagine Oshawa: The Official Plan Review Council endorse the final Growth Management Study as identified in Attachments 5 to 9 of said Report.  

  • Recommendation
    1. That, based on Report ED-26-26 dated March 25, 2026, the revised application submitted by Weston Consulting on behalf of 2835731 Ontario Inc. (File: Z-2024-06) to amend Zoning By-law 60-94 to permit four (4) block townhouses and 63 stacked townhouses as well as additional limited commercial uses in the existing heritage building on the lands municipally known as 827 Gordon Street be approved, generally in accordance with the comments contained in said Report, and the necessary by-law be passed in a form and content acceptable to the Commissioner, Economic and Development Services Department, and the City Solicitor; and,
    2. That, in accordance with Section 34(17) of the Planning Act and notwithstanding the Zoning By-law Amendment proposed in Report ED-24-120 dated October 30, 2024 presented at the public meeting of November 4, 2024 differs to some degree from the proposed amendment recommended to be approved by City Council pursuant to Part 1 of this Recommendation, such differences are not substantial enough to require further notice and another public meeting; and,
    3. That, based on Report ED-26-26 dated March 25, 2026, the vacant portion of the lands at 827 Gordon Street intended to be developed for residential uses, situated at the intersection of Gordon Street and Wolfe Street, is hereby classified as a Class 4 Area as defined in the Ministry of the Environment, Conservation and Parks Publication NPC-300 (Environmental Noise Guideline – Stationary and Transportation Sources); and,
    4. That a copy of Report ED-26-26 dated March 25, 2026 and a copy of the decision of Council to classify the vacant undeveloped portion of 827 Gordon Street as a Class 4 Area under Publication NPC-300 be forwarded to the Ministry of the Environment, Conservation and Parks, AGS Automotive Systems and 2835731 Ontario Inc.; and,
    5. That, based on Report ED-26-26 dated March 25, 2026, the application submitted by the owner of 827 Gordon Street to alter a designated property made under Section 33 of the Ontario Heritage Act, being an application to permit the works as generally described in the Heritage Impact Assessment prepared by EVOQ Architecture dated August 2024, consistent with the revised application to amend Zoning By-law 60-94 for 827 Gordon Street (File: Z-2024-06), be approved under Section 33 of the Ontario Heritage Act, subject to a condition that, prior to the alteration, the owner shall prepare a Conservation Plan outlining strategies to protect the cultural heritage value of the original Cedardale Public School and ensure its longevity, to the satisfaction of the Commissioner, Economic and Development Services Department.
  • Recommendation
    1. That, based on Report ED-26-27 dated March 25, 2026, the revised application submitted by Kedron North GP. Inc. (Sorbara) to amend Zoning By-law 60-94 (File: Z2022-05) to implement a revised draft plan of subdivision (File: S-O-2022-02) on lands located generally north of Conlin Road East and east of the future northerly extension of Wilson Road North be approved, generally in accordance with the comments contained in said Report, and the necessary by-law be passed in a form and content acceptable to the Commissioner, Economic and Development Services Department, and the City Solicitor; and,
    2. That, based on Report ED-26-27 dated March 25, 2026, the revised application submitted by Kedron North GP. Inc. (Sorbara) for a draft plan of subdivision (File: S-O2022-02) featuring three (3) medium density residential blocks for 511 units, a community use block, part of a community park block, two (2) open space blocks, part of a new east-west arterial road and a road widening for Wilson Road North be approved, and that the Commissioner, Economic and Development Services Department, or Director, Planning Services, be authorized to impose City conditions in the draft plan of subdivision approval Planning Act decision, generally in the form set out in Attachment 7 of said Report; and,
    3. That, in accordance with Section 34(17) of the Planning Act and notwithstanding that the Zoning By-law amendment proposed in Report DS-22-172 dated September 7, 2022 presented at the public meeting of September 12, 2022 differs to some degree from the proposed amendment recommended to be approved by City Council pursuant to Part 1 of this Recommendation, such differences are not substantial enough to require further notice and another public meeting.  

The Safety and Facilities Services Committee respectfully reports and recommends to City Council its Forty-fourth Report

  • Recommendation

    That Report SF-26-16 regarding the Fireworks By-law Review: Equity, Inclusion and Safety and Proposed Options, be received for information. 

  • Recommendation

    That Report SF-26-14, dated April 7, 2026, concerning the 2025 Parks Enhancement Program be received for information.

  • Recommendation

    Whereas on June 10, 2024, Safety and Facilities Services Committee (“Committee”) was presented with correspondence Item SF-24-32 from Laura Barton requesting that the City of Oshawa (“City”) implement a by-law and standards to regulate maximum allowable temperatures in residential rental dwellings; and,

    Whereas on June 24, 2024, City Council (“Council”) referred Item SF-24-32 and additional correspondence (Item CNCL-24-97) to staff with direction to explore, examine and report back to the Committee with a detailed review of the City’s ability to regulate maximum temperatures; and,

    Whereas on May 12, 2025, Committee presented Item SF-25-30 which provided detail on regulatory frameworks for maximum heat in dwellings, including vital services standards found in Residential Tenancies Act, 2006, S.O. 2006, c. 17 (“R.T.A.”), along with developments at the provincial level to address maximum allowable temperatures; and,

    Whereas on May 26, 2025, City Council directed staff (SF-25-30) to:

    • request the Lieutenant Governor be requested to proclaim R.T.A. not-in-force provisions 36.1 into force and law, pursuant to  Helping Homebuyers, Protecting Tenants Act, 2023, S.O. 2023, c. 10;
    • request that the Provincial Government address the previously proposed provincial regulatory standards contemplated in Bill 230 Housing Equity and Rental Transparency Act, 2024, specifically the proposed amendments to R.T.A. to regulate the indoor air temperature of common areas in residential complexes; and,
    • track the ongoing developments with provincial legislation related to maximum allowable temperatures in residential rental dwellings and report back on direction received from SF-24-32 to the Safety and Facilities Services Committee in Q1 2026 or sooner, should the Provincial Government provide clearer legislative direction for the cooling of air in residential rental settings;

    Whereas staff actioned City Council’s direction (SF-25-30) by submitting a request to the Lieutenant Governor and the Provincial Government on September 25, 2025 and have undertaken a review of maximum allowable temperature regulations, including an examination of enabling legislation, existing City standards, benchmarking of comparator municipalities, and ongoing developments at the provincial level related to maximum indoor temperatures in residential rental dwellings; and,

    Whereas municipalities typically regulate building maintenance and associated systems, including heating and cooling, through property standards by-laws; and,

    Whereas only a limited number of municipalities, including the City of Toronto and the Town of Ajax, have introduced provisions addressing maximum indoor temperatures in residential rental dwellings, generally where air conditioning systems are provided; and,

    Whereas staff have been regularly monitoring S. 36.1 of the R.T.A. related to maximum allowable temperatures in residential rental dwellings and sent correspondence to the Provincial Government and the Lieutenant Governor of Ontario in September 2025, contacted staff from the Ministry of Municipal Affairs and Housing (M.M.A.H.) in December 2025, and March 2026; and,

    Whereas as of March 2026, S.36.1 of the R.T.A. has not been proclaimed and accordingly the applicable standards are not in effect; and,

    Whereas staff received responses from the Lieutenant Governor and staff from the M.M.A.H. informing the City that the decision to proclaim S. 36.1 of the R.T.A. into law is the decision of the Executive Council of Ontario (i.e., Cabinet of Government of Ontario) and that no update regarding the date of proclamation could be provided at this time; and,

    Whereas the health risks associated with extreme heat are not unique to individual municipalities and are felt across the province and provides an opportunity for the provincial government to take action; and,

    Whereas staff will continue to monitor developments with provincial legislation related to maximum allowable temperatures in residential rental dwellings;

    Therefore, be it resolved that Item SF-26-15 dated April 8, 2026, related to maximum heat regulations be received for information.

  • Recommendation

    The following item was introduced and lost at Committee:

    "That staff investigate appropriate measures and/or provisions for the City to see to the removal and potential penalty of long kite line material left abandoned and as a hazard on city streets, sidewalks, boulevards, parks and open spaces that can cause injury to children, pets, seniors and members of the public with disabilities."

(Implements direction of April 27, 2025 through Item CF-26-13 of the Thirty-eighth Report of the Corporate and Finance Services Committee to adopt the estimates of all sums required to be raised by taxation for the year 2026 and to establish the Tax Rates necessary to raise those sums.) 

(Implements direction of April 27, 2026 through Item ED-26-26 of the sixty-third Report to the Economic and Development Services Committee with respect to lands municipally known as 827 Gordon Street.)

The Corporate and Finance Services Committee respectfully reports and recommends to City Council its Thirty-ninth Report

  • Recommendation

    That Report CF-26-14 dated March 25, 2026, concerning the 2025 year end taxation position be received for information.

The Economic and Development Services Committee respectfully reports and recommends to City Council its Sixty-fifth Report.

Closed Pursuant to Section 239 (2)(c) (e) and (f) of the Municipal Act

  • Recommendation
    1. That, based on Closed Report ED-26-28 dated March 25, 2026, the City formally expropriate the required portion of the property known municipally as 520 Conlin Road East; and
    2. That, based on Closed Report ED-26-28 dated March 25, 2026, City staff be authorized to advance land acquisition for the reconstruction of Conlin Road East, as generally described in the process outlined in Sections 2.0 and 4.0 of said Closed Report; and
    3. That, in the event the land acquisition process detailed in Part 2 of the Recommendation above resolves satisfactorily in the opinion of the Commissioner, Economic and Development Services Department, staff be directed to report back to Council directly no later than June 22, 2026 on the outcome and, if necessary, for further direction beyond that which has already been provided pursuant to Closed Reports ED-25-106 and ED-26-28, dated October 29, 2025 and March 25, 2026, respectively.

The Safety and Facilities Services Committee respectfully reports and recommends to City Council its Forty-fifth Report.

Closed Pursuant to Section 239(2)(k) of the Municipal Act

  • Recommendation

    That based on Closed Item SF-26-17 concerning an Agreement between the City of Oshawa and Durham Flight Centre:

    1. That staff be directed to enter into an Agreement between the City of Oshawa and Durham Flight Centre; and,
    2. That the Commissioner, Safety and Facilities Services Department be authorized to execute the Agreement, and in a final form and content satisfactory to the Chief Administrative Officer, the Commissioner, Safety and Facilities Department, the City Solicitor, and the Director, Legislative Services/City Clerk.

  • Recommendation

    That, based on Closed Item CNCL-26-18, in the event no Hearing of Necessity is requested, Council pass a new by-law, in the same form and content as By-law 135-2025, to formally expropriate a portion of the property known municipally as 1120 Conlin Road East, together with a permanent stormwater inlet easement.
